In the early 1960s, the government of the then Tanganyika called upon the Christian Churches in the country to establish a referral and teaching hospital for the Northern Zone. Under the leadership of the Lutheran Church, Anglican and Moravian Churches in Tanganyika established the Good Samaritan Foundation (GSF) which planned and raised money from both local and overseas partners to build and equip the Kilimanjaro Christian Medical Centre (KCMC) for service, teaching, and research. The KCMC was opened in March 1971 after completion of the hospital buildings and was immediately taken over by the Tanzania Government. It was, however, handed back to the GSF in August 1992. The changes in Government policy to liberalize the economy and provision of social services rekindled the desire for higher education within the circles of the Evangelical Lutheran Church in Tanzania (ELCT). In 1993 the Executive Council of the ELCT decided to establish a Lutheran university, “Tumaini University,” comprising, among others, The Kilimanjaro Christian Medical College.
The Medical College became operational on 1st October 1997 under the name of “Kilimanjaro Christian Medical College KCM College” starting with the Faculty of Medicine and soon afterward expanded to incorporate more faculties, institutes and directorates as shown hereunder.
The College adopted the new name of Kilimanjaro Christian Medical University College (KCMU College) in 2010 after a grant of Charter pursuant with the provisions of the Universities Act no 7 of 2005 and Universities (Chartering, Registration and Accreditation Procedures) Regulations of 2006, G.N No. 39 of 21st April 2006, the latter repealed and replaced by the Universities (General) Regulations, Government Notice No.226 published on 19th July 2013.

The religious Superiors of the congregations working in Tanzania agreed early on with the Salvatorian Mission Superior, Fr. Andrew Urbanski, SDS, that there was need for an Institution of Higher Education for their Religious members – especially for those who felt a calling to the presbyteral ministry. To the great satisfaction of all concerned, preparations for such an institution began at Kola, in the town of Morogoro in Tanzania. Discussions concerning this project were initiated at the annual meeting of the Religious Superiors Association in Tanzania (RSAT) in 1988. Some time later it was clear that there was a need to have both a Philosophical and a Theological Department at the proposed institution.
On December 11, 1990, the Mission Chapter of the Salvatorian Mission in Tanzania agreed to work towards the organization of the Salvatorian Major Seminary in both philosophy and theology. It was decided that the Seminary’s patron would be the Founder of the Salvatorians, Fr. Francis Mary of the Cross Jordan. Permission was obtained by the Salvatorians in Tanzania to sponsor the project. The Rt. Rev. Bishop Adrian Mkoba, Ordinary of the Morogoro Diocese (on February 22, 1988), and the Rt. Reverend Archbishop Anthony Mayala, then Chairman of the Tanzania Episcopal Conference (in his letter of March 2 of that year) on behalf of the Conference, gave the respective nihil obstat and their blessings. On September 2, 1990, the Holy Father, Pope John Paul II, blessed the cornerstone of this Seminary at his meeting with the clergy and religious, during his pastoral visit in St. Peter’s Church, Dar es Salaam.
The new Mission Superior of the Salvatorians in Tanzania, Fr. Zdzislaw Tracz, SDS, became responsible for implementing the plan. He contacted the Swiss architect, Prof. Herbert Kramel of the University of Zurich in Switzerland, for the design of the buildings. With the Italo-Tanzanian Construction Firm, Coastal Steel, he arranged for the construction to begin in 1991 at Morogoro-Kola.
Progress on the building of the Seminary advanced to a point where, by mid-1993, facilities became available for the opening of classes on August 16, for the first of the three-year philosophy program. The initial staff of six lecturers consisted of members from the Holy Ghost Missionaries, the Consolata Fathers, the Salvatorians, and one lay professor, who came midway into the second year and is a Companion of the Missionaries of the Precious Blood. These instructors hailed from Tanzania, Mozambique, Holland, Poland and the United States of America. The original twenty-five students represented five religious orders.
In the second year, another twenty-one students came to start their studies in philosophy. Future projections indicated that each year there would be about twenty to twenty-five newcomers for the three-year philosophy program.
By 1995, the student enrolment had increased to eighty, representing nine religious congregations. The Salvatorian Major Seminary also accepted members of Religious Orders beginning their first year of Theology.
In the same year the Salvatorian Major Seminary had received official affiliation with the Philosophy Faculty of the Pontifical Urbaniana University of Rome. Official recognition of this status was given on July 6, (Decree #932/95/2), and this made the school year special for all concerned.
By 1998, the number of students had increased to one hundred and seventy, representing fifteen religious congregations. The academic staff had grown to twenty-four members, from twelve Religious Congregations, and three lay teachers.
On January 26, 1999 the next step had been achieved. With the decree # 164/99 the Salvatorian Major Seminary has beenaffiliated with the Theology Faculty of the same University.
At the same time, the authority of the Seminary together with the Generalate of the Society of the Divine Saviour addressed a request to the proper Ecclesiastical Authorities to change the name of the institution from the Salvatorian Major Seminary to the Salvatorian Institute of Philosophy and Theology. The Congregations of Evangelization and Christian Education together with the Pontifical University Urbaniana approved this change on April 21, 1999.
On April 16, 2010 the General Council of the Society of the Divine Saviour resolved to transform the Salvatorian Institute into a constituent college of St. Augustine University of Tanzania with the name of Jordan University College. On November 2, 2010 the College received from The Tanzania Commission for Universities (TCU) the Certificate of Provisional Registration.
The Institution was led by: Fr. David Brusky, SDS, the first rector of the Seminary (1993-1996), Fr. Stanislaw Golus, SDSwas the second rector in the transition from the Seminary to the Institute (1996-1999), the third rector was Fr. Julian Bednarz, SDS (1999-2005), and the last rector of the Institute was Fr. Bernard Witek, SDS (2005-2010) who continues to lead the Institution as the first principal (2010- ).

The Institute of Tax Administration (ITA) is an integral part of Tanzania Revenue Authority (TRA). The history of ITA dates back to the era of the former East Africa Community (EAC) that collapsed in 1977, with the idea to establish ITA as an offshoot of the then Mombasa Customs Training Centre to train customs officials. With the collapse of the EAC, the Government of Tanzania made, in 1982, a strategic decision to establish ITA as a training center not only for customs but also tax officials from the then two tax departments of Income Tax and Sales Tax under the Ministry of Finance.
Currently ITA operates as a training wing of the Tanzania Revenue Authority. Over the years it has been providing a substantial part of the TRA’s local short-term training requirements as well as some specialized long-term training courses.
In 2007 ITA was registered as a higher learning institution under the provisions of the National Council for Technical Education Act (No. 9) of 1997 with a mandate uniquely focused on improving the practice of customs and taxation through training, research and consultancy. Since its registration, ITA has been striving to be at the forefront in delivering competence-based training for current and future customs and tax practitioners. ITA’s strategy is to build on this foundation and achieve international recognition as one of the top customs and tax management training institutions in the world. This follows from our belief that world-class tax systems need a globally-recognized customs and tax management education partner.
The Institute offers several regular long-term programs in customs and tax management leading to certificate, ordinary diploma, undergraduate and postgraduate awards. The Institute also conducts short-term training programs and confers awards to eligible trainees. For all examinable programs the Institute confers its Proficiency Certificates/Diploma/Degree for trainees who meet criteria set under the ITA Examination Regulations, 2009 (as revised in 2013) or standards set by the National Council for Technical Education as the case may be. In addition, there are two other programs offered by the Institute, which are examinable by respective professional bodies.
In November 2007, the Institute entered into a tripartite arrangement with the University of Muenster, Germany and the University of Dar es Salaam for collaboration in training research and other capacity building initiatives. It is under this arrangement that the Institute is hosting a professional Master of Arts (Revenue Law and Administration) Degree program.
The Institute’s programs offer a unique blend of theoretical classroom training and real life customs and taxation experiences. ITA programs are designed to address the competence needs of customs and tax practitioners at different stages of their careers. ITA has well qualified staff and adequate facilities to support its core functions of training, research and consultancy in the areas of taxation, customs and related fields.
ITA has expedient learning facilities which are well maintained and whenever possible upgraded to world-class status in line with Tanzania Revenue Authority quality commitments as per ISO 9001:2015 standards.
On the international scene, the Institute is an affiliate of the International Network of Customs Universities (INCU) in order to further its course as a world-renowned customs education, training and research institution. The INCU provides the world Customs Organization (WCO), Governments, other Organizations and the Private Sector with a single point of contact with universities and other training and research institutions that are active in the field of Customs.
ITA has partnerships with revenue authorities of Botswana, Malawi and Republic of South Sudan to train various long term programs to their staff.

The Eastern Africa Statistical Training Centre (EASTC) as a professional institution, right from its conceptualization, had its ‘regional roots’ way back in the year 1961. The archive at the Centre reveals that in July 1961 in Tunis (TUNISIA), the Second Conference of African Statisticians noted that it “was necessary to establish a number of training centres to provide theoretical and particular courses” in Africa to respond to the increased demands on statistical services, given the fact that there was an acute shortage of both middle-grade and professional statisticians. The Conference also noted that training professional statisticians is a highly specialized task, which can be undertaken only by well-established colleges.
For that reason, at the third Conference of the African Statisticians in October, 1963, the United Nations Economic Commission for Africa (UNECA) agreed to assist in the establishment of a statistical training centre for the East African sub-region i.e. Kenya , Uganda and Tanzania . Therefore, at a meeting held on 11 th February, 1964, at the Headquarters of East African Community (then known as the East Africa Common Services Organization (EACSO), it was agreed that United Nations (UN) would provide, besides a Director for such a Centre, UN Fellowships and equipment for it. It was finally decided to locate the training Centre at Dar es Salaam, Tanzania.
The Centre started functioning at Dar es Salaam from 30th of August 1965. To start with, it was handling only Middle Level Training Courses i.e. Certificate , but from July 1966 it was upgraded to impart training at Intermediate Level i.e. Diploma as well. The courses included: Ancillary subjects; Applied Statistical method; Elements of Probability Theory; Numerical Analysis; Official Statistics ; and Practical Statistics. The main objectives of the Centre, at that time, were to organise training of middle level statistical personnel for African countries; and to arrange for the participation of the trainees in the field surveys organised by the East African Community (EAC) and the participating countries. In 1972, the UNDP ended its support and the East African Community (successor to EACSO) took full control of the Centre until 1977 when the EAC collapsed. The Statistical Training Programme for Africa (STPA) took over from 1979 to 1993.
