About the position:
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located at the Seismic Mitigation Project (SMP) Project Management Office within Division of Administration (DA) the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), Bangkok, Thailand. The Engineer works under the direct supervision of the Project Engineer of the SMP.
Responsibilities:
- Provide substantive advice to project engineer by applying commonly used quantity surveying calculations, practices and precedents in controlling costs of larger projects during the design and construction of buildings and other related structures and activities.
- Review bill of quantities, and related project documentation, prepared by the project’s architects and engineer to ensure it is reasonably accurate, complete and substantiated.
- Maintain and update the overall project cost plan, commitments and expenditures and coordinate with the information and reporting with the financial team.
- Establish, and/or enforce, overall project cost control / tracking procedures including reporting on budget status to project executives.
- Prepare and update the cost plan for the annual report and provide supplementary information as required.
- Coordinate during the tender process of the various procurements by advising suitable selection criteria, answering bidder questions, reviewing financial submittals and providing recommendations regarding to accuracy and completeness of bidder’s financial submissions.
- Develop, plan and design cost control documentation for project and contractor during the construction.
- During the execution of the work: monitor and keep track of project progress, preform the measurement and valuation of variations, review and advise on the interim payments and the final account and participate in coordination meetings as required.
- Facilitate stakeholders and tenants to develop their SMP related budgets (e.g. furniture) by providing project related cost information.
- Review shop drawings, materials submissions, method statements and other construction documents submitted for approval by the Contractor.
- Ensure established processes are followed for the submission and approval of project documents.
- Performs other duties as required.
Requirements:
Education:
Advanced university degree (Master’s degree or equivalent) in civil or mechanical engineering / or related field of engineering is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:
A minimum of five (5) years of progressively responsible experience in the design and construction of commercial / industrial buildings is required. Experience within the UN system is desirable.
Languages:
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of other UN official languages is an advantage. Thai language is highly desirable.
