About Agency for the Development of Educational Management – ADEM

The Agency for the Development of Educational Management (ADEM) is an Executive Agency established under the Executive Agencies Act Cap.245 vested with the mandate of improving education management in Tanzania through provision of education management training, research and consultancy services. The establishment of the Agency is in tandem with the Government initiatives for realisation of the Constitution of the United Republic Tanzania and Vision 2025 which requires every Tanzanian to be educated.  In order to implement the Vision 2025, the education sector need knowledgeable personnel who are able to supervise and manage the provision of education to the public.
ADEM is  operating through three campuses in Bagamoyo, Mwanza and Mbeya. ADEM Headquarters is located in Bagamoyo town, 66 km North East of Dar es Salaam. The second campus is located in Mwanza City near Kirumba Resort,while the third Campus is located in Mbeya City, new Forest Area near Mbeya Regional Hospital,opposite to MSD.

The Centre of Excellence in Educational Leadership and Management Training, Research and Consultancy in East Africa.
Mission Statement
To facilitate the provision of qualitative and quantitative training in leadership and management in the education system through training, research and consultancy services in educational management and administration and hence produce both effective and efficient professional educational managers and administrators in the education sector.
Core Values In order to fulfill its objectives, ADEM will strive to adhere to its core values as listed hereunder:

Innovativeness: We will search and apply new techniques and practices to enhance quality, effectiveness and efficiency in service delivery.

ADEM’S  MANDATE
The functions of the Agency are as follows:
(i) To provide quality training in education leadership and
management to both short term and long term clients;
(ii) To carry out research and consultancy services in education
leadership and management;
(iii) To produce and disseminate training materials such as books
and manuals for educational leadership and management
to her clients; and
(iv) To provide other services such as conference facilities, catering and
accommodation to her clients.

Ministerial Advisory Board (MAB):

That is the Board which gives advice to the Chief Executive  of the Agency on the following:

a)      Development and maintenance of the  Strategic Framework;

b)      Plans and associated budgets;

c)      Advice on salary payment of ADEM staff

d)     Setting of priorities and annual performance targets for the Agency;

e)      Evaluation of the Agency’s performance; and

f)       Other matters provided in the Executive Agencies Act. Cap.245
